Food Stamps Program: The History

The creators of the food stamps program particularly the spiritual parents, former United States Secretary of Agriculture Henry Wallace and the original head of the food stamps program Milo Perkins first intended for the neediest Americans to receive only a partial means of support through reclamation of the foodstuffs deemed surplus by the federal government.
