The main reasons the Civil War is important for world history are mainly for what it did for the United States to become a world power. First, in order to enforce the blockade against the rebellious South, the US built for the first time a huge navy and would continue to maintain and modernize the navy from that point on. In order to prosecute the war, the US government invested huge amounts in industrial infrastructure such as railroads and loans for factories.
While it did not cause any changes in European policy, the victory of the federal government stopped European policy from changing. If the Confederacy had been victorious and the US split into twop countries, European countries would certainly have started to re-establish themselves as colonial masters in Latin America (under cover of the southern insurrection, France had already placed itself in control of Mexico, and it was federal victory that caused Napoleon III to withdraw his support from the puppet Emperor Maximillian).
