Can my computer run empire total war, napoleon total war, and civ 5 on high settings?

You’d need to upgrade the graphics card. The Radeon 5450 is just a general-purpose card for web browsing and watching movies. It’s only half the speed of $50 cards like the Radeon 4650 so it’s much too slow for first-person shooter games… although it can handle easy titles like the Sims, World of Warcraft and strategy games like Civ on low-medium settings.
Since your computer probably has a 300 watt power supply, that limits how far up the graphics card ladder you can go (without buying a new psu). The GeForce GT240 is the best card which can be installed in most brand-name machines with a standard 300W power supply.
